The Mirror
The issue that the text is focusing on is the fact that the people who are assessing disabled people to score the person on "how disabled they really are". The article is focusing on the fact that there is debate into how qualified these people really are.
The technical devices that the article uses to present these issues is a body of text to give the reader the full information and the facts about the problem. The headline also includes quotation marks around the word 'interrogation' to undermine the investigation and try and make the readers believe that the interrogation is worthless and stupid. The article also uses a variety of quotes to try to convey the situation that the family is in as it adds a personal touch and helps you understand what the families point of view is. It also adds quotes from the doctor to give the story credibility and make it real.
The message about the issue that is being created within the text is the fact that we should be more aware about the type of people that are employed to determine "how disabled" a person is because throughout the article it makes references to the fact that the person assessing the man is saying that he can still function relatively normally but this is then revealed to be false with quotes from the family saying things like: "He cannot move at all, only blink, yet the assessor gave him just two out of eight points on whether he needs supervision or assistance managing his therapies."
The impact of this message on the target audience is that the audience is shocked and angry about the fact that this person may not be getting the adequate help that he deserves because of unqualified people determine how well that he can function. It is also emphasised that the people are unqualified to help build anger in the audience against this issue.


The Times
The issue that is being talked about in this article by "The Times" is the fact that the Council allowed a serial rapist to see the child of one of his victims. The article is discussing weather or not this is a sensible or ethical decision. 
The article uses the sell line "Council investigated over 'perverse' decision" to try and get people to read more about the story. I would say that this is effective because it doesn't give much away about the story so the reader still feels as if they have to read on to understand all of the details. It is also effective because you wouldn't just call any scenario "perverse" so the reader instantly knows that it is a serious story. The fact that "perverse" is in quotation marks suggests that there is debate as to whether or not the issue is actually perverse which again makes the reader want to read more as they want to find out more about each side of the argument. The headline is "Jailed rapist given chance to see his victim's child" which is designed to draw people in because just from reading the title you know for sure that the person is actually a rapist as they were jailed so there is no debate as to whether the person is guilty or not. There is a main image at the top of the article that is meant to shock the audience because it depicts a single woman holding a baby and a toy. The lighting is quite dark and the figures are almost silhouettes which could show how the impact of the rapist has drained them and they feel less than a whole person after the incident. This is also an effective image because the picture looks as if it could be a normal family which scares the reader as they think it might happen to them.
The message about the issue that is being created through this article is that the council has made a strange and debatable decision when they gave the rapist the chance to see his victims's child. The message is that making decisions like these could re-traumatise the victim and scare them. The article is trying to convey the fact that the council and others need to be more careful with the decisions they make as they have to think about the ethical impacts on everybody involved.
Finally, the impact of this on the target audience is that they begin to feel angry at the council for letting a decision like this get passed and it makes them feel sorry for the victim and any other victims of rape that there are. It builds anger at the councils system and brings people together to demand change.
